Allow setconfig.php to Print Entire Config

Previously it only printed out the configuration in the DB.

Now it can also print out the entire current configuration.
scripts/setconfig.php diff | blob | history
This is my personal clone from the wonderful software GNUSocial. I may fix or break things here, so use it on your own risk. :-)
