Enable configuration files in /etc/laconica/

Enable storing config files in /etc/laconica/, which makes it much
easier to have a single installation with multiple mublogs supported.

This is my personal clone from the wonderful software GNUSocial. I may fix or break things here, so use it on your own risk. :-)
