Disallow zero-length magnet URIs

magnet: would match, but now we have a zero-length lookahead which
requires the following character to be a question mark: magnet:?
lib/util.php diff | blob | history
This is my personal clone from the wonderful software GNUSocial. I may fix or break things here, so use it on your own risk. :-)
