First version of blacklist plugin

First version of blacklist plugin. Replaces custom code in identi.ca's
config.php, which was getting scary and long. Also correctly handles
changed nicknames or URLs in profile settings and using 'forbidden'
URLs in notice text.
plugins/Blacklist/BlacklistPlugin.php [new file with mode: 0644] blob
This is my personal clone from the wonderful software GNUSocial. I may fix or break things here, so use it on your own risk. :-)
