Fix bug in SGMisc<T>:: normalizePeriodic()

SGMisc<T>::normalizePeriodic(min,max,value) returned zero for
all values less than min.
Example:
A call of normalizePeriodic(0,twopi(),-pi()) returned zero
where the correct value would be 3*pi().
