Always send Twitter replies to Twitter

If is_twitter_notice($notice->reply_to) then send it to Twitter, even
if twitter import is off.  It's a reply to a Twitter notice, it should
go there!

(Also retweets.)

Trivial merge
This is my personal clone from the wonderful software GNUSocial. I may fix or break things here, so use it on your own risk. :-)
