Two little style changes

reduce the number of network fetches for server detection of hubzilla/red systems from around 10 to maybe 5. Kind of wasteful to get hit on 10 non-existent endpoints every couple of minutes.

This delete can inadvertently remove contacts from normal users under
some conditions.  Since it appears to be intended to only operate on
"public" (uid=0) contacts, this change constrains the delete query to
only uid=0 records.
