Some sponsor API functions added, expression function for user moved:
- Missing function generateSponsorEmailLink() added
- Sponsor registration rewritten to make usage of API function, we can use the
  function in admin area again, so the code is shorter
- Usage of EL in admin template for ext-sponsor
- TODOs.txt updated
